1. Fund Raising Campaign for Church Redevelopment Project
In June, 2012, the Church’s Redevelopment Fund Raising Committee (CRFRC) launched the fund raising campaign for the church’s redevelopment project which was graced by our Bishop Dr Hwa Yung. During this campaign, which lasted two weeks, the plans and elevation drawings of the new development building were displayed at the loggia and manned by members of the Church Redevelopment Project Committee (CRPC). Throughout this campaign period CRPC received a great deal of feedback from members of the congregation as well as from the youths of the Church. Many of the feedback were very practical, meaningful and useful.
2. Temporary Suspension of Work
The various feedback from the church members were noted and compiled. Several CRPC members also visited the Metro Tabernacle Church at Batu Caves and The Luther Centre in Petaling Jaya to pick up ideas on the design of these two large religious complex each of which could hold over 1000 members at their respective halls. Accessibility to and evacuation from the large multi-functional hall were looked at. Design of their stairways, lifts and escalator were also studied. The functions and designs of their various meeting and human resource training rooms were also explained to CRPC members by their representatives.
CRPC decided to revamp the layout of the new development building and a new layout was proposed to the LCEC in July. This was accepted in principle by the LCEC. A detailed discussion was held with the architect to work out the details. In early August it was unanimously agreed to put the previous plan on hold pending the finalisation of the new layout. The relevant consultants were advised to apply for the extension of the Development Order (DO) and all other approvals from the local authorities. The month of August was interrupted by the long Hari Raya holidays when most of the architect’s staff was on leave. Discussions with the Lead Consultant (KKH Architect) resumed in September and October.
3. CRPC Meeting October, 2012
At the last CRPC meeting on the 9th October, 2012, Mr Kwan of KKHA presented another revised layout which had incorporated almost all of CRPC’s (mainly that by Paul Lai) proposed plan. As there were only some minor modification to the presented layout it was agreed that the Lead Consultant will liaise directly with Mr Paul Lai, an architect and member of CRPC, and that a final layout will be presented to CRPC on the 23rd October, 2012, for endorsement. At the last meeting CRPC had unanimously agreed not to include an escalator for the following reasons:
(a) It could pose a high risk for children if unaccompanied by adults
(b) It will add on another RM 140,000 to the capital cost
(c) Higher maintenance cost is expected as it will not be within an air-conditioned enclosure
(d) It will be very much under-utilised as it will only be used on Sundays
(e) It is therefore not cost-effective
When the final layout is endorsed, the CRPC chairman will then present the plan to the LCEC for approval at the Church Planning Retreat on the 27th October, 2012.
4. Tentative Milestone of the CR Project
CRPC has drawn up a tentative project schedule, which will be further deliberated with the consultants when the routine Client-Consultant Meeting is resumed in early November. The schedule is as follows:-
(a) 23.10.2012 – Meeting with consultants at 5.30 pm to update on the status of various
approvals by local authorities followed by routine CRPC meeting at
7.30pm.
(b) 27.10.2012 – Presentation to LCEC on final layout of Plan to obtain endorsement of
the new layout plan.
(c) 15.01.2013 – KKHA to submit amended plan to MBPJ.
(d) 15.07.2013 – Calling of Tender
(e) 15.10.2013 – Tender Award (Subject to availability of requisite fund)
(f) November, 2013 – Commencement of Work
(g) August, 2015 – Practical Completion
(h) December, 2015 – Certificate of Fitness or Certificate of Completion & Compliance
